PAN-6000 is a sophisticated surveillance receiver for monitoring the radio
spectrum from 9 kHz to 6 GHz, developed by the
Rijksinspectie Digitale Infrastructuur (RDI)
— the Dutch telecom authority — in Amersfoort (Netherlands)
as the successor to the PAN-3000.
The device is based on a professional R5071
Software Defined Radio (SDR) from the German manufacturer IZT,
complemented by additional in-house developed hard- and software,
along with an Apple iPad App.

This page currently acts as a placeholder for future information about
the PAN-6000 — the device that is currently in service with the RDI.
Details about its development can be found below.
Development of the PAN-6000 was started in early 2016, at a time when its
predecessor – the PAN-3000 – was already 10 years old.
The tender for the development of a prototype had been awarded
to a non-disclosed external party, but when the protype was
delivered in late 2020, it did not meet the expectations and the project
was cancelled. Almost five years after it's start.
Since it became increasingly difficult to keep the existing
PAN-3000 units operational — by now they were almost 15 years
old — it was decided in 2021 to give it another go. However, as the
RDI had meanwhile lost its faith in commercial parties, it was decided
to build a proof-of-concept in-house.
It was based on an existing HF SDR receiver in combination with a
tablet computer. When the prototype was ready in 2023, it impressed
the RDI management enough to give the green light for
the in-house development of an all-new PAN-6000. At the same time,
an iOS App would be developed, to allow the use of an iPad
as an alternative to the existing video display.
Following the successful delivery, installation and testing of the first
PAN-6000 prototype in 2024, 15 production units were rolled-out
over the course of 2025, which gradually replaced the existing
PAN-3000 units. The last PAN-3000 was
dismantled in December 2025, after which the parts were disposed of as
surplus; except for one, which was donated to Crypto Museum.
